J & R workforce boasts skilled trade professionals who have consistently delivered satisfactory results year after year. Biography
Rachel Davis is the founder and owner of J & R Painting Company, a woman-owned, minority-owned painting and coatings contractor headquartered in Fredericksburg, Virginia. With deep roots across the East Coast, from Atlanta, Georgia where she was born, to Baltimore, Maryland where she came of age, to Pittsburgh, Pennsylvania where she pursued her undergraduate education, Rachel brings a
uniquely broad perspective to everything she builds.
Since establishing J & R Painting Company in 2011, Rachel has grown the business into a trusted commercial, industrial, and institutional painting contractor serving the Virginia, Maryland, and Washington, DC marketplace. Her company is SAM-registered, actively pursuing SWaM certification, and has successfully delivered projects ranging from federal facilities and industrial warehouses to occupied retail environments and residential portfolios across multiple states.
Rachel’s professional drive extends beyond painting. She is also the owner of a healthcare IT consulting firm, demonstrating her range as an entrepreneur and her commitment to building ventures that create real value. A lifelong learner, she earned two Master’s degrees, an MBA and an MSHI, while working full-time, graduating with honors from both programs. Her academic excellence reflects
the same standard she holds for every project that bears the J & R name.
A Leader in Construction
Rachel is passionate about elevating the presence and influence of women in the construction industry. She is an active participant in the Women in Construction community and believes that representation, mentorship, and access to opportunity are the foundations of lasting change in the trades. Whether on a job site in the DMV or at an industry conference in Richmond, she leads by example: showing up with professionalism, preparation, and purpose.
Beyond the Business
Rachel is married to a wonderful partner and is the proud mother of two highly accomplished adult children. Outside of her professional life, she is an avid world traveler who has explored six of the seven continents. This pursuit reflects her curiosity, her openness to new perspectives, and her
belief that great leaders never stop learning about the world around them.
